Lack of power and Rpm's

I have a 2001 Johnson 175 Ocean Pro that has severed me well through the years. Yesterday was my maiden voyage of the season. Prior to yesterday's big day I have changed all my fuel lines and installed a fuel management system that had an additional fuel filter and in line paddle wheel .
A typical first time hard start with plenty of nice white smoke that permeated amongst all at the launch!
After allowing things to clean out and warm up I cleared the pier heads with plenty of re-start in bewteen. Realizing lack of power and a still rough running engine I turned back in.
I pulled boat back out and checked plugs, very wet but not very suspect considering. I then installed a new set of plugs and tried once again. A better start with more authority and a bit smoother. Cleared the pier heads again to realize I could not get any power past idle and only able to achieve a maximum rpm of 2800 @WOT.
Limped out to the happy fishing grounds and ran the kicker, Upon the return trip much off the same,with plenty of raw unburned fuel present.Thinking additional run time may clear things out but to no avail. Any thoughts on this.....?? Regards

The two things that I have done different as compared to prior years in terms of winterizing are,I drained each float bowl and drained gas tank. Sprayed fogging oil into carb throttle bodies and into each cylinder. Any thought that something may have varnished up in the carbs??

Today I pulled plugs to have a look 3 had a lot of black carbon stains on one side of of porcelain only.. In addition the carb cover was extremely wet with raw gas and a puddle on bottom of motor cover
