Large Thru-Hull with questionable purpose?

My Sea Ray 260ov has these large diameter thru-hulls on either side of it. What strange about them is that there is no hose attached directly to the fitting and behind it is just an open space with stagnant water sitting about 1" below the opening. However the boat takes on no water. Check out the pictures. Anyone have an idea whats going on here?

Maybe there are deck drains that go inside the hull and come out at these.
That's all I got.
You can always email or call Sea Ray and ask them I bet you good money they would know.

my bet is that if you run a garden hose on the deck you will know right away what these are

Look like scuppers for a self-bailing hull. Is the waterproof deck just below those holes, I hope

I dont like the standing, stagnent water. It cant be doing the boat any good. Would think that it would drain down to the bilge or out the hull opening. Dont know how much volume is in there, but I would be looking at similar boats and/or asking the manufacturer.
