Larson Citation engine starting problems

I'm relativly new to the boating world. Bought a 1984 Larson Citation with 165 Mercruiser IO, and we've had a fair amount of trouble starting it. The engine is mechanicaly sound, it's definately the operator. What is the proper procedure to start this type of engine?

Unlike an injected engine a carbed engine needs to have the throttle pumped 2 or 3 times then left at 1/4 open before hitting the starter. If you still have problems take the spark arrestor off the carb to see if the choke is closing.
