Late Sixtys mercury 500

Have problem no water coming from pee hole cleaned it out still nothing,is it possible to be plugged somewhere other than rubber hose going to tell ?Before i pull lower unit off?Ran perfect last year water coming out pee hole as it should this year nothing

pull cover off along with top cap....right above thecyls theres a plug on top.sloted screwdriver should do it.water should come outta there while running. may take a few secs.if not after 30 secs at fast idle needs a pump
