Leaking at Rubrail

My rub rail is leaking water into the bilge at the transom. It's a 2 piece setup. An aluminum track, with a black insert. Underneath the black insert are RIVETS!! CRAP. I was hoping for screws, does this mean I'm SCREWED!

I wan't to remove the the aluminum track to seal the top and bottom joint. Can I use stainless screws bedded with sealant instead of rivets to reattach the aluminum track?

Any advise would be GREATLY appreciated.
