Leaking transom seal question

Why is it necessary to pull the engine to replace the transom seal? I have a 5.0 Penta SX. Is it because you can't remove all of the out drive without removing the engine?

Ayuh,.... Ya pull the outdrive, then the motor, to get at the transom assembly...

My guess if you need to replace the transom seal, it's because the transom is rotten (all the wood turns to mush) allowing the transom shield to pull away from the transom. The only cure is a new transom, along with a new seal on the transom shield. And yes, the engine has to come out to get the transom shield off to re-seal it.
