motor runs fine on muffs, occasionally spitting but in water spits every 2-3 seconds and wont idle, stalls
this is a 1989 johnson gt150
would seafoam or other additive help this issue?

Clean em and install new carb kits, usually a dried out /leaking top cover gasket or bowl gasket...

^^agree. disassembly, soaking and spraying. Running seafoam through isn't likely to clear blockages.

Sorry for triple post, but while i have the carbs off.... should i be considering anything else ? air leak maybe? the fuel pumps are new as well as every inch of fuel line. primer actually started leaking today so i guess that could be leaking some air into the line and will replace it.

I soak in lacquer thinner (metal only). Others have different preferences. Overnight is plenty. Couple of hours is usually enough, followed by some use of soft wire or mono through every opening, then spray with carb cleaner. I usually don't remove jets, but open them up to soaking and/or spray. OK to remove, but imo too likely to bugger them up.
