Link and sync 90 PLSRR

Trying to do a link and sync on recently purchased 2004 90hp 2 stroke. I saw this engine start and run on hose, no sea trial.

I have a factory manual, ignition analyzer on way.

Starting with throttle cable adjustment, the manual is asking for an idle stop to be lightly tensioned against the block. The attached picture shows throttle at idle and nowhere near a stop.
Am I looking in the wrong place? Can it be upside down or wrong part?
Exploded diagram shows part # 5004426, looks similar.

That's not a pic of the throttle stop. That's a pic of the link the throttle cable pins to.

what is the reason for a link and synch? This is not general maintenance. Did somebody mess with the linkage?

New to me motor, questionable maintenance by the prior owner.

The engine was run a without thrust washer behind the prop, some damage to prop.

I was told the carbs were recently rebuilt, but the bowls were warped and leaking, and I found a faulty intake manifold check valve.

The manual suggests the timer base should start moving as soon as the throttle does, but there is .3 inch gap between the roller and timing base.

Timing mark looks to be about 3 degrees off of TDC.

I haven't moved anything yet, not sure if I should sea trial it, attempt repair myself or bring it to an OMC guy.
