Link and Sync related ?

I am trying to get the butterfly on my Evinrude 18 hp 1959 model 15028 to flatten out - get to what I assume is wot. I have the link and sync where it should be, but when I try and open it up it is sticking on something - I can hear it hitting some sort of metal. Is it possible that the cam 9plate and follower) are hitting something and impeding its motion? It gets about 1" past the center mark, which would be about a 1/4 of the way to wot (as I understand it).

Do you have the motor in gear when you do this? There's a restrictor which won't allow you to open it right up in neutral.

in gear and not running there is no change - does it have to be running?

Just to reply to my own post in case anyone searches and finds this - when it is in gear and running it fully opens up, allows for more movement.
