Need more info, handle. What make, year, model and HP are you working on?
In most cases a L&S procedure is basically adjustment of the linkage to the ignition stator and/or fuel delivery system (carb(s) or EFI) so that your throttle control starts at the correct point for idle and then synchronizing the advance of throttle and ignition timing for smooth operation through the range of throttle positions.
Almost every model of every make has additional or unique procedures/tests within this procedure.
If linkage is off or ignition timing and fuel delivery are not correctly synchronized the engine may not idle correctly or deliver full power. It may even refuse to start or run at all.
