Linkage?

I moved my 1989 60 hp Evinrude from one boat to another. I changed the shifter cable. Now when I put in in forward I can only go at low speed and low RPM. This problem is were the cable connects to the motor?

Disconnect cables from the engine and test cable movement when operating the remote.
If ok, set engine and remote in neutral, , adjust trunnions on cables so the cables just fall in place, retest.
Fine-adjust shift cable so the angle of movement in the handle is the same from neutral to reverse and neutral to forward.
Fine adjust throttle cable to be sure it goes against idle stop.
