There is a picture on the ebay link that shows a top view of the motor with the cover off. If you look to the bottom left of the flywheel in that picure, you will see a small freeze plug. The model and serial numbers are stamped there. According to a buyer's question:
Q: What numbers or letters are on the freeze plug located on top of the engine just to the rear of flywheel? Thanks.

A: There are 2 lines of numbers first line reads E15RLC5D Second line reads E0001515 hope this helps.

The model number would be E15RLCSD, which would make it a 1980. I wouldn't worry about the tag missing, they are only held on by two puny little rivets, and it wouldn't be unheard of for it to disappear after 26 years. Also, the same motor (9.9/15) was made by Johnson/Evinrude from I think 1977 to 1991 - there are zillions of them out there, parts are easy to
find. Hope this helps
