Loose steering?

I was trying to track down the loose steering in my boat, it has about 2" of slack at the rim, as I had my wife moving the steering wheel back and forth I noticed that it has clearance designed into the powersteering unit.

Does any one know why they have the slack built into the PS unit so it slides on the control assembly aprox 2"?

I have noticed the same hing with our boat. I think it is just a bad design.
