Loose tiller handle

I have a 25 hp 2005 merc. I think the tiller handle is coming loose where the tiller handle pivots- there is a bit of a wobble in it. Is this normal or does it need to be worked on before it gets worse. How do I tighten it if I need to. Thanks in advance.

That's carefully engineered. It's usually warranty period plus two days.
