loss of power higher rpms 75 hp

Everyone I've got a 1986 75 hp 4-cylinder. I took it to the lake this evening and it was running out of gas at high rpms. I went and pumped the bulb it ran fine at top end when I quit pumping the bulb it would start to die down? I've got fresh rebuild carbs,clean fresh gas,new gas lines,new inline filter,new waterpump and plugs and plug wires? (?FUEL PUMP?)

Replace the diaphram in fuel pump and o-ring in inlet cover

Took the diaphragms out cleaned real good blew air and carb cleaner through them. The new primer bulb I just bought seem funny feeling. Sure enough I took it off and I blew air both ways must have been bad. Will it matter where the primer bulb is located from the engine? My center console with the gas container is about 8' from the motor. I put my old one back on, took it the lake this morning it ran like a raped ape. Going fishing in the morning here in north central Florida specks/crappie their tearing them up...... Thank you as always.
