Loss of power, need some help.

I would appreciate anyone who could help me out with this.
The motor is a mercury black max 150. From what i can tell its a 1991.
The serial number is worn and missing a few numbers.
0G00?(3 or 8)7?

Last summer while i was running my motor about 5 minutes into the trip the motor lost about 1/2 of its power.. It almost seemed like I lost a power pack but had more power then that. I have changed both power packs within the last year or so so i dont think there blown. after getting back to the landing i trailered it and changed the plugs, It ran fine for about 2 minutes then did the same thing. I also tried cleaning out the inline filter because i thought it might if been trash or water in the fuel (had this problem before). So i drained the tank filtering it and didn't find any water. Another problem i have is that i keep my boat a hour away so i wont be able to work on it until the weekend if anyone gives me any suggestions. Also if you could ask some questions that could give you any clues into what might be wrong id be glad to answer.

I took some pictures the last weekend and i need some input from anyone who knows more about this than me. I know it would be easier to bring to a mechanic to fix but since Im a college student moneys tight.

In this one i found a brown wire with blue stripe bolted down but the two were not connected

Either your fuel pump is faulty or you need to clean your carburator with a new a carb kit

Thanks for the advice, I was looking at the rebuild kits last night and was wondering if it might had to do something to do with it.
