loss of power & too much oil

1987 johnson 90 hp loses power after about a minute of running. the boat is still able to plain but will not get wide open. fuel filter is clean. when the plugs were pulled off they were wet and had a lot of oil on them. the boat has a brand new vro pump. compression is good. 1 new ignition coil and power pack have been changed. getting frustrated need some good suggestions from everyone who can give me one and tell me what is wrong.

I have a pair of OMC V4s. I had the VRO disconnected despite how wonderful and reliable they are. You need to get the OMC shop manual for your motor. I suspect it is time to rebuild the carbs.
