loss of power !! WHY ???

OK, I have checked all there is to check on my 1996 90 hp SPL Evinrude. I have since replaced 1 power pack because cylinders 2 & 3 had either no volts or sporadic volts, replaced the fuel/water separator, looked at all the fuel lines for leaks or looseness, did a quick check of the carbs for leaks plugged orifices ets. I even did the run the engine and pump the ball thing and nothing fixes the power short. I am just wandering how I can go from 45mph at 4500 RPM to 35 at a 4500 RPM after sitting for only a few months?? So far I have established that the check engine light that use to come on sporadically stays on all the time now, since I have replaced the power pack!(WHY) All my cylinders have around a 130 psi. All I want is my power back! I can just tell running at WOT that it is not running the way it was a few months ago. The engine also sneezes alot when I start it cold. Hope you all can help thanks

Seems to me that if you are getting the same rpm and a lower speed you have a hull, drag or prop problem.<br />Boats are direct drive that is to say no place for slippage or loss of preformance between engine rpm and prop shaft rpm, as for your other problems well my guess is not directly related to hull speed.
