Loss of power

I have a 1995 evinrude 88 special and it is losing power at higher speeds. It is taking a very long time to plane out with only four people on the boat. It will also lose power at about 4100 rpm and will drop to about 3500 - 2500 rpm is there something I should check to rectify this problem?

has this problem just started? are u a new owner of the boat, have u changed anything eg. prop?

yes the problem just started, i have had the boat only three months, and no I have not changed the prop or anything that should cause this problem.
