Lost in Prop world

I will give as much info as I have and hope for some sugestions:
I have a 1984 90HP Johnson on a 1984 Chrestliner 16' alum. boat.
Boat is rated at 1063lbs. with 90hp motor.
The VRO is unhooked, running on mixed gas.
I curently have a 13X19 Alum. prop on this motor, but can not get over 4600-4800 RPM's out of it. I was told this should be (One) of the correct props for this engene. Took it in for a tune-up , And was told the motor was is "Perfect" condition.. Still no RPM's out of it. speed is around 36mph.
The cav. plate is even with the bottom of boat.
I fish Mille Lacs Lake in Minnesota, and as anyone here knows at times you need all the power you can get !! (and speed) trying to find the best match for this setup.... Help Please !!

Difficult to know just where your at without speed to go along with the rpm.
A change to the same brand prop in a 17" should gain about 300-400 rpm.
