lots of spray

My hull is a very old deep v Penn Yan outboard. The boat has always generated a fair amount of spray in a V that seems to start at the front of the outboard gearcase (this may be related to my previous post on unusual water flow from under the engine pan). I've moved the motor up one hole on clamps and just get a lot of blowout in turns. The cavitation plate is even with the hull bottom when mounted in the highest set of holes on the clamp brackets. I'm wondering if I need to pull off the motor, glass up the holes, and drill new ones in the transom. I only have probably half a inch to play with so it may not be worth it. Any suggestions would be most appreciated.
