Low-Head Dams(roller type)

I have a question for anyone that has experence with a "Roller dam".
Our city is making plans to fill the lower side of our roller dam with large rock to do two things 1) make the roller dam safer by eliminating the roller effect and 2) make a "white water rapids" for recreation purposes.
My question is; What are the effects of doing this. I certainly think the hydronics of the river would change. My fear is that raising the river bed would raise the water surface elevation, potentially causing flooding downstream. ie the river banks are not high enough to contain the water during spring high water or flooding periods.
Has anyone had this done in there citys?
Also a man that has been in the mix of doing this to 40 other dams in MN said it would improve the fishing on the lower side of the dam and it would not effect the upstream enviroment at all. Is there any truth to this?
My home is only 1' above the 100yr flood plain and I may have real concern if the flood plain would change because of there actions($1,700.00 per yr flood ins)

Can't address flooding but I do know anytime you introduce surface turbulence, you increase oxygenation which is good for marine life.

By adding the dump rock into the river its affects would simply displace water. It would not affect water volume going over it from upstream. Suppose the river area proposed were a dishpan full of water. You add some rocks to the dishpan and water will run over the top sides. But the volume of the dishpan remains the same as it was before the rocks were added unless you pile the rocks up higher than the sides of the pan itself. Are they really trying to protect the roller dam from being eroded out underneath from the undertow created by the dam one had to wonder.

Near as I can tell they are just drowning machines. There must be some purpose to them, possibly to slow the current on the upstream side for erosion control?

From what I've seen they help to break up ice flows that could damage bridges and other structures. It also makes it so the river can be used as a recreational area.

They are also used to raise the water level for farm irrigation.

Google "low head dam".

They are called "drowning machines" for good reason.
