I've maxed out the star wheel adjuster to set the idle speed on my 1994 Evinrude E115TLERC 115hp Outboard Motor. I need to increase the RMPs by 200-400 for smooth idle when in gear. Right now I can get no more than about 400-500 RPMs. What can I "adjust" to increase it a bit?

offhand, sounds like you need to pull off the remote cable and set the idle stop on the engine. Idle speed is measured with the l.u. in the water and in gear.

You may have a carb issue or two -- may be due for cleaning.

If you have to do that much adjusting something is wrong !----As always I recommend a compression test on crossflow V-4 motors as a first step.----Then check for proper spark on the 4 leads.
