Low RPM on Honda 25 H.P.

My 1997 Honda model BF25A outboard starts and runs fine, but will not go above 2800 rpm. Wide open throttle should be 5000-6000 rpm. Nothing has been changed with the prop. It is not in a overheat condition, and I have checked the overheat switch. Any ideas?

Won't go more than 2800 revs at wot ? Check throttle linkages for proper adjustments, timmings, if ok, probably a prop hub slip issue, change prop if overreving at wot, or try with spare prop.

Thanks Sea Rider, but you did not really read my post. The engine will not even get close to wide open throttle. So it is not an over revving issue. I should have stated that I have checked all the cables and linkages. All are O.K. All three carbs are opening fully. I am suspecting a problem with the CDI module. The Clymer shop manual that I have says that if there is a overheating or low oil pressure condition the CDI will reduce engine speed to a maximum of 2800 rpm. I am not getting any warning lights or warning buzzer on the remote. Since I am out of work and money is tight I don't want to just start replacing parts if they are not bad. Thanks again.
