Low Water Pressure

1990 Johnson 200 GT had low water pressure last fall so In prep for the new season I put a new impeller on. Now I still have low pressure. With muffs on it takes probably close to a minute to get any flow at all then it is just a trickle... When I put the new impeller on, there was an oring in the package with a whitepaper saying to install under the impeller. (between the impeller and the plate) I Installed as it said but it seemed strange since it said they previosly recommended dont install it. I don't see any water leaks around any gaskets on the power head so I am thinking it is something lower. Anyone have any suggestions...I did notice a fair amount of water flowing out from the side of the leg (from behind or above the plate with four bolts just above the lower unit) I plan to pull the LU back off in the am to invetsigate. Any suggetions would be appreciated.

I pulled the LU of this morning. From what I can tell everything looks right. I took a hose and put it directly on the inlet tube to see if water would flow through the system and I got nothing coming out of the discharge tube. Does anyone know if it should flow or does the engine have to be on to open the thermostats?
