Lower end leak 71 'rude 18

I have a small amount of black oil leaking around the seals where the pieces of the lower unit bolt together. The motors had set for several years before I purchased them. Do I need to replace the seals or would a little tightening be a good starting point? I gave about a half turn to all the bolts where the leaks are. They all seemed more loose than I thought they should be, but I haven't checked to see if this helped yet.

Its probably just carbon build up, mixture of fuel/oil that hasnt been burned, very normal, do a search, youll see many posts concerning this.
