Lower gear housing oil filler - same as vent hole?

On my 1993 Mercury 60HP 2-Stroke 3-Cylinder 0C16180 I can't find a hole for filling the oil in the lower gear housing. I can find the Vent hole and the drain hole, but the manuals talk about a vent hole and a fill hole, as though they are 2 seperate holes - are they?

And what's the proceedure, just fill it until it's full to the line of the fill hole?

Filling is done through the drain hole, twr. By filling it from the bottom no air is trapped.

The easiest way is to get one of those l/u oil pumps. Remove the tube from the pump. Thread the other end of the tube into the drain hole. Re attach the tube to the pump. Pump oil into the drain hole until oil comes out of the vent hole. Replace the vent plug and gasket. Remove the oil tube from the drain hole and immediately replace the plug and gasket in the drain hole.

When I first got my outboard, I tried that but I spilled more oil than went in the l/u. Once I got the pump it made it a lot easier. It's not expensive. Only about $12 and comes with a new bottle of oil.

l/u = lower unit? as in lower gear housing. So I guess I need to find myself one of these pumps now.
