Most likely, cpr, they've corroded in. If you could get some Blaster around the the bolts would be nice. You could also try a hairdryer around the outside to help heat it up and expand it a little. Maybe enough for it to break lose. If you had a hand held impact wrench, that also might break it lose although I would be careful with the impact. To many times could break the bolt any ways.

Try a 3/8" Air impact wrench set on low after soaking the bolts. Gradually increase the air pressure until it comes loose.

hello
three words.
heat, heat heat. oxy acetylene or at a minimum mapp gas. you will have to heat the aluminium above the tab. its a 7/16th stainless bolt that loves to gall the threads with corrosion. the other is a 7/16ths with a 5/8ths head. sometimes not even oxy/acetylene will remove it. if it breaks off then use a hacksaw and saw down the parting line until you can cut the bolt. then you have to drill the remains from the exhaust housing. dont be afraid of heat. your heating a heat sink. it will tolerate a lot more heat than you think. just keep the flame moving or it will bubble the aluminium.
good luck and keep posting
PS if ya wring off the trim tab bolt post me back

got after them today with the propane torch.the 7/16 trim tab bolt came right out with a good heating.but the 5/8 head one broke in two.after i dropped lower unit i had a good inch of bolt left to work with.hooked good stilsen wrench on it and heated around it now that i could get to it.it came straight out also.bought new water pump, two seals for exhaust looking sheet metal piece, and new stainless replacement bolt.will put it together tuesday after reading more about reassembly and sealing the gaskets in my manual.thanks for all yalls help and advice. (p.s. i didnt have to rename any parts but i did use a couple of those words when i raised up and caught my back on my kicker motor).thanks again

Re: lower unit bolt removal stuck

Your engine rotates clockwise (when viewed from the top), so turn the driveshaft clockwise while installing the impeller into the waterpump housing.
That is to say, the impeller spins clockwise (when viewed from above), and the vanes 'trail'.
