lower unit change

I've bought a 1972 60hp which came w/o a lower unit and a seperate lower unit mech shift. the engine has a rubber grommet where the wires came through for shift. Do I take that grommet out before installing lower, or force the shift rod up through it ?

Could you supply a model number? Quickly looking I could not find a 60 HP in 1972. If the lower unit has a shift rod, there should not be any wires. The model number will ansewer the questions.
