lower unit install probs

i cannot get the lower unit back on. ( 86 johnson 40hp) it lacks about 1/4 inch from mating up.i can spin the flywheel and the prop shaft turns, so i know the splines are lined up . cant firgure it out .got a few threads on the bolts.
any help will be appreciated .

Put The Shifter In Foward And It Should Draw The Engine Up A Little.. Also Check That Your Water Pump Is Lined Up With The Hole And The Gasket Is Not Crushed Were The Exhaust Is.... Hope That Helps...

im not sure i follow , should i connect the shifter linkage , i mean i can put it reverse and hook it up. i did however put a jack under the foot and gently lift up and it appears the forward part it going up but the aft seems to not be lining up or something
