Lower unit oil leakage!

I have a 1984 Evinrude 40. I bought it used. It has been sitting for some time. I replaced the impeller and the two seals behind my thrust bearing. I am having two problems. One - all of my gear oil along with water leaks out of my foot when the motor is on. Two - water is not being sprayed out of the "pee hole". Sorry I don't know the P.C. term for that hole. Any takers?

If there is no water being expelled through the water outlet then the impeller is probably goosed as the engine is not pumping water.Do not run the engine like this as you will overheat it and cause avoidable damage.

Make sure you replace the two washers/gaskets when you change oil or you will loose oil or take in water.
