lower unit/ shifting problems

i have a 4 stroke tohatsu 5 hp and i removed the lower unit to change the impeller and after putting the lower unit back on the shifting was all messed up it clicks in to forward and reverse but has no thrust like its in neutral

Did you reconnect the shift rod to the cam rod with the brass coupler?

The adjustment is always disturbed when dropping the LU on these; The two rods are clamped together by a brass coupler. The trick is to know what gear the LU is in, set the shift lever to the same setting, and reattach the clamp.
