Lower unit stuck in reverse

I have a 1991 sea ray 230 with a 7.4/v8 the shift all feels tight and I see cables move on engine. I was out riding for a couple of days pulled off into a cove and went to start it up and it only went in reverse even when I put it in forward it was still going backwards any help is very much Appreciated, I also drained lower unit oil and it was vary clean no milky or metal shavings well there was a little on the magnetic but that’s it

Is this a Merc or Volvo Penta and GA_Boater can move to that section

If Merc is it a Bravo drive?

When mine did that if this is a MerCruiser there’s a little tiny washer that list throttle up into the upper part of the outdrive mind somehow jumped over it and locked it in reverse I had to manually move it separate or together cases and added a little Washer to bring the shift or part up problem was solved I hope it’s that easy for you

That is an Alpha drive which has a shift foot, Bravo doesn't have one.
Where are you installing the washer?
