Lund 1998 Fisherman transom rot

It appears that the plywood sandwiched between the aluminum has rotted. Anyone experienced this and what course of action did you take? Thanks. New member. Finally retired and want to spend time on the water and now this! Boat has been garaged and rarely used over the years. Any information would be greatly appreciated.
