1:throttle goes foward goes back to nuetral but will not go into reverse

rop spun great out of water but on maiden voyage the engine ran full capacity the prop spun enoung to chop the water but the boat would not go foward???
Fyi: 1977 evinrude 200 runs great been well maintained, but when i bought it it had been sitting for 2 years before i bought it last week.
Any suggestions would be helpfull thank you.
