Mando Alternator Question

Hello I have a 1990 5.7L Mercruiser with the 55 amp Mando alternator. Should my volt gauge be reading higher than 12 volts all the time the engine is running say at a fast idle or above or just when the voltage regulator determines the battery is in need of being charged?
My gauge reads 12.0 to 12.3 most all the time at any engine speed. At times it reads higher around 13.6 but then will jump back down. The volt's measure the same on my fish finder which is wired directly to the battery.
I had the alternator tested at a reputable place and he said it tested out just fine. Never had any problems except when the batteries are starting to go out and that's not the alternators fault-just curious.

Use a digital voltmeter to check voltage at your NEW battery with engine running, should be around 13.8-14.4V above idle
