Manual Relief Screw Stuck

The tilt trim system shorted out on one of my F80 and melted the wires to the TnT motor while we were returning to port last night. The outboard is stuck in the down position.

The manual relief valve screw is stuck..... I broke two screwdrivers trying to crack it open to raise the engine. I have been careful not to strip the head of the screw, but it is damaged from the edge of the screwdriver tip.

I tapped the screwdriver with a hammer and put a wrench on the driver as well, the screw will not budge.

Anyone have suggestions that might help? I am spraying it with penetrating oil and will let it sit to see if that does anything. I don't think I should put heat to it........

Of course the manual relief valve opens just fine on the twin motor. Murphy strikes again.
