manual start lockout

I just replaced the pull cord on a 1972 18 hrs evinrude. The cord pulls out and retracts when not mounted on the engine. I attached it to the engine and now it will not pull out. I was told to check the manual start lockout, but dont have a clue where it is. The engine is in neutral and thottle is set to start

The lock-out is a black (?) plastic lever to the rear (aft) of the recoil starter. It is actuated by the throttle. It may need to be adjusted. Hey, it might not even be there--one of those things that people love to toss overboard. If it isn't there, or locking, then something else is messed up. You are sure the motor isn't stuck, aren't you?

Yes, It was starting fine before the cord broke
