manual tilt on 35 merc

my 35 merc has a manual tilt. when down against the trim setting pin there is two latches that hit the pin they apear to have a linkage that perhaps takes the transmission out of gear so that the prop doesn't turn if the motor is tilted up and out of the water my question is should there be a lock so that the motor can't raise it's self when shifted in revers I can not find a latch that would lock it . It's a 87 35 hp merc. any info would be great.

The latches (rev locking dog) that you are talking about should lock the motor down when in neutral or rev. If it's not happening then it is not adjusted right or the rev. cam needs attention
