Marine grade ply is plugged and patched so that there are no voids in any of the laminations. This helps strength and longevity but equally importantly IMHO leaves no voids for moisture/dry rot to accumulate, and no soft spots where the voids are. However, it is likely not what you buy when you buy treated ply unless it actually says marine grade. The other issue here is Rhino liner. Do you know whether it will adhere to treated ply?

Even marine plywood must be coated on both sides (typically with fiberglass resin) prior to installation.

You can also try BC fir plywood. BC Fir is great against rot.
