The carb fuel enrichment system on front of the carb will not advance the throttle like it is should and is very hard to start. It presses down on the plunger to add more gas properly, but will not push or pull the throttle toward the front?

it isn't designed to, the rubber tip on the plunger covers a hole on the carb body, that makes pull in more fuel when the motor is cranking, and the may be set a bit lean or other things,on mine, i push in the key, that activates the choke, normally 2 or 3 key bumps and it starts

Is this a tiller or remote model? Is it new to you? If it is a tiller motor are you turning the the knob to the right? That should advance the throttle, then pull the knob out to prime.

It is tiller. Yes, I know turning the knob to the right pushes that arm down on the plunger that pumps gas into the carb. But....on others I have played with the throttle arm is pushed forward also. For some reason on this one it does not do that and it should. I was turning the adjustment screw to push it out to start it. But that idle is very high. Maybe that whole gizmo on the front of the carb is worn out?

OK, I see what is happening and that is that the plastic arm that has the wire that goes back and advances the timing does not work. That also pulls on the throttle arm. When I pull the big knob out it does push down the gas plunger, but the timing and throttle are not being advanced.

I am a little confused here. Are you turning the knob and pulling out? Turning the knob works the throttle portion and pulling out works the primer so you have to do both to start it. If you are doing both look for broken pieces on the plastic parts they can break.

Yes, This motor had a lot of sand under the cowling mixed with oil and gas. Pulling on the primer choke over the years wore out where the rod goes back and forth on the bracket. Have ordered a new one. Boy, just slight wear puts this primer affair out of action!
