Mariner 1988 45hp 2 stroke carburetor help needed

Hello everybody! I have a 1988 mariner 45hp 2 stroke 4cyl 2 carb outboard, I cannot properly distinguish which adjustment screws are which. I have been having problems with the engine, it revs up to 6000 rpm easily in neutral, but when I get out on the water and put it In gear with load it barely reaches 2000 rpm, some days it just bogs completely and stalls. I can't even get it to idle either.

switch box(power pack)
Ignition coils
Fuel filter
Stator
Rebuilt fuel pump.

It keeps seeming to flood the engine as the spark plugs are covered in oil every time I check them. Last time I checked them they weren't sparking due to being so flooded.
The choke is not stuck on. I just need some help to tune the carburetor correctly.

Facts that you need to accept.----------Running that motor to 6000 rpm in nuetral is bad for the motor.---It will do that on 2 of 4 cylinders.-----It proves nothing.----Report the results of a compression test first.-------Does the primer bulb go hard , yes or no ?------Does spark jump a gap of 7/16" on each lead , yes or no ?------And when did it run properly for you ?----What happened ?
