Mariner 250 hp seems to lock when in full lift position?

When I raise my new to me (98 Mariner 250) to its full lift it seems to freeze up and is difficult to get back down, hope I have explained this properly and would appreciate any advice. I am new to this site so am looking forward to some sound advice. Thanks in advance.

Make sure your lock lever is not activated.Mine flips up,though I've heard some flip down.If that's OK,then check for fluid leak from hoses or rams.They can get trapped when air in system,usually a result of leak somewhere.Is engine spinning or quiet...quiet= electrical,spinning = Hydrolics.
I fixed mine by filling and bleeding(up and down 3 or 4 times) then refilling.Still got leak in main tilt ram to deal with.
