Mariner 30hp year?

Hi I'd really appreciate it if someone could inform me of my engines year.It's a Mariner 30HP Long shaft 2 stroke. I have attached the engines id plate 30 EO 689 S 251487 I have tried three data bases to determine what year my engine was built but none give any date for my supplied number. The engine has some serious issues but until I know its year I cannot begin to order parts or download the relevant manual. I suspect the engine is possibly an early 80s
