I am new to dealing with outboards and my Mariner 8 HP (I think a '97, I bought it used last year) was running fine. Then my dingy got a rip and started to deflate. The outboard was never submerged, but it did sit in the sun out of the water for about 6 days while the dingy was being repaired. Now when I try to start it, the pull start doesn't pulll more than an inch. I know the engine is in neutral when I start it (when I shift it into forward it doesn't pull at all; it doesn't shift into reverse). Any help would be greatly appreciated as I don't know where to start or if anyone can recommend a place to repair in NYC. thanks.
