Mariner 9.9 Year and a couple other questions

I picked up a Mariner 9.9E, serial number 682 CS 251246.

Unless I'm doing this wrong, that's a 1983 and is a Yamaha built motor. Is that right?

I have 3 questions:

  1. There is a red button on the front of the motor, is that supposed to be a starter button (there is a black button on the side near the shifter also, both are wired to the starter)?
  2. The starter kicks in and spins wonderfully, but fails to pop up and engage the flywheel. Is this a solenoid problem, or is the whole starter junk?
  3. When I go to shut the motor down after a fairly long wide-open-throttle run, it does not like to settle down to idle speed. Any ideas what might be causing the problem?
