Mariner loses power at higher throttle

Hi everyone - took the boat out today after making sure it ran well at home. Full throttle sounded great at home. When I was in the water today it struggled and even stalled at times when I went over 6mph. I had issues with the fuel system recently before taking it out so everything in the fuel system was pretty much cleaned or replaced recently. I also did the plugs and tested all coil packs and have good compression. I did a lot recently to get it running again which is why this is baffling. This is a dumb question, but my bait well plug wasn't tight and that thing filled all the way up with water. Any chance that could have been the cause of the boat struggling and being sluggish? I wouldn't think so since the purpose of the bait well is to be full of water. Thanks for any thoughts...

Gee, how about a clue on what motor. Kreskin is no longer among the living, so we don't know.

What engine and year ?
did you totally deal with the previous fuel issue ? What was the issue ? Is it fresh fuel entirely and not just fresh thrown on top of old fuel. If it’s a carb engine, did you clean the carb out. Most times I’ve known bad fuel issues happen, especially water in fuel...you very rarely get away with it, without taking the carb off too.
