MARINER MAGNUM 4 25 HP HELP!!!

Hi. I'm new on the forum and hello to everyone.
I need help with my Mariner Magnum 4 its 25 hp 4 cyl 2 stroke but he is actually 40 or 50 hp reduced to 25 hp for europe market.
Can some one help me how to make it back on real HP (40 or 50) like i heard.

If you have the engine serial number I can look up the spec and see what is different...
