mariner throttle linkage 50hp

I pulled a boat home this weekend for a friend. It has been sitting for quite sometime, and there are several things wrong with the boat itself. My question at hand is this, the motor will fire, run, idle, etc..., but not rev. I cant see anything connecting the linkage to the carburetor. In other words, the linkages on the side of the motor move back and forth, but the butterflys dont move at all. I can move them with a screwdriver and the motor will rev fine. Is there some parts missing here? thanks for your help. This is an 84 mariner, 50hp, four cylinder, 2 carb set-up.

thanks Dan, I can't find the specific part on the diagrams that you sent me. Does anyone else know what connects the throttle linkage from the motor to the carb? and what it looks like?

looked at it again last night, there is an arm on top of the first carb (connected to the butterflys) that is shaped like a horseshoe, and it appears that whatever is supposed to connect to this, is what's missing. any suggestions? i cant find a diagram anywhere that shows this part.
