Mariner V135 tops out at 2000 Rpm

My 1989 mariner v135 two stroke carberated with 40 amp charging system. The engine was running fine but heating up in the no wake zone not overheating but warm. This went on for a while then started having some intermittent problems with reduced WOT RPMS then just wouldn't rev over 1500 Rpm. I Rebuilt the fuel and water pumps replaced a switch box that was not firing one cylinder. Currently the engine starts fine idles ok and revs to 2000 RPM at full throttle. It is very stable at 2000 Rpm feels like it could do it all day. Compression test was ok I have spark on all cylinders at idle trigger and stator are in spec on ohm and dva tests. Charging voltage is 14.5 volts at battery. I'm at a loss on where to go with this. Appreciate any advice on how to find the problem.
